Personal preference.
I have taught both... I usually teach picking up the whole foot only when the drumline is a young bunch and needs to have their feet really drill the beat into the ground with a metronome.
I personally don't like the wobbling that the drums do with the whole foot being lifted up, so I prefer moving the heel.

We were always taught to lift the entire foot one inch above the ground, keeping the foot parallel to the ground the entire time.

I generaly like lifting the whole foot. I find it gives a distinct downbeat through the whole body. I also think that it looks more intentional if you will than just lifting the heel. I am not a big fan of the drumline booty shake that seems to go along with lifting the heel. But its realy personal opinion. I should add that when I say lift the whole foot I mean only lift the foot about an inch off the ground.

At the line that i teach...the students are taught to lift up the entire foot about 1/2"-1" off of the ground COMPLETELY parallel to the ground, and then directly back down to the ground...In high school myself i was taught to lift only my heel about 1"-2" off of the ground...quite frankly i find the bend in the knee to be annoying looking and i just prefer to see the whole foot lift as apposed to the heel lift...

The Severna Park HS marching band (which is located just outside of Annapolis, MD) marks time by lifting their whole foot, and then flicking their foot downward at its peak. It looks like they stepped in something and are trying to get it off their shoes. It's quite the site!
