well my school had an indoor drumline last year and we could have filled our entire marching area and have 3 snares, 1 quad, and 5 bass but we lost 2 people and we then decided to use only pit and we did fine we had our Timbales, a vibe, a Xylophone, A Drum Kit, an accessory Section and Bells and we won our Competing division, though it's all even when finals come around.

to give you an idea of an independent line:
project this year is 7 snares, 4 quads, 5 basses, 5 cymbals, 8 mallets, 1 keyboard, and 3 auxiliary

EDIT: whoops, i'm dumb. =) didn't see the original question..
even with competition, you could do it with 9 people, but i wouldn't try having a battery. i'd go out with more of a concert percussion ensemble group, and compete in the standstill class.
if you're not competing, 9 people is more than enough to make a "pump up the crowd" battery to play for games. 4 basses, 3 snares, 2 tenors would be a fine size.
