What can I say Iv'e done some research. Majoring in Plastic and rubber engineering in college also helps  By the way I'm prototyping a tenor pad right now and I'll post a pic of it when I get it finished in the next couple of weeks.

I've heard rumors about a decent layer of silly putty doing the trick, I guess it will take a beating, but I'm sure you have to fix it every once in a while.
Someone brung up the idea today, said it works great, just throw it back in the egg and go. I personally havnt tried it though.

^^^at WGI in 07 the remo booth was giving out "pad putty" if you got a sig from scojo.....it didnt work at all druming wise but it was fun to throw all over our bus...good idea...not practical

http://www.mcmaster.com/Search 87145K84 $23 for a 12"x24" sheet. Here's a great gum rubber to use for tenor pads. Thick enough to be close to the normal rebound, but still cheap and durable. JaredJD, FTW.

How about using rubber tipped sticks like SCOJO's on a wood board Just draw the drum circles on the board, Instant Tenor pad. I use my SCOJO's on my desk when I'm working on tenor parts so I can see if they work( like stickings). This helps tons because I'm not very good with tenors yet and writing the music. I would imagine you would catch some drag though, If I remember correctly, the ScoJo practice sticks are just like the regular scojo, but the tip has a layer of the same padding real feel uses. I could see some drag happening, maybe if you wrap them in boxing tape or something.
