Tarpan Springs > Caramel > Canton, IMO. ;P
So top three states for marching band would be Texas, California and Indiana?

Texas is pretty much amazing, but California isn't far behind. I'm in the same school district as Marcus High School (took first at BOA Super Reigonals) and sometimes we begin to wonder what its like to win every competition you go to. Even their drumline is pretty much a dominating force in our state, especially at PASIC, though FloMo, Colleyville Heriatge, and Lewisville aren't far behind.
I haven't really heard any other states other than Texas and Cali, but I hear Indiana, Florida, and Michigan are pretty good as well.

Im not saying Texas just because im from here but you definitely see highest concentration of extremely good bands down here. Its a different thing down here than it is in regular states, its snugglebunny more hardcore. I hear stories from kids Ive met from around the country and theyre just flat out amazed at how serious stuff is here and how big the competition is.

Texas for sure. Almost every band at any competition is usually pretty good
