DCI and WGI are NOT the same as high school is. We require kids to keep shirts on at all times at the school I work with. Girls also can't wear bikini tops at any time. I agree with that rule. There is enough testosterone running around that we don't need to help it along.

At my school, we had practice during band class and after school, but we only had to obey dress code during class. Unfortunately, part of the dress code was "no hats," and the band was not excepted until halfway through my final season. The drumline found ways to comfortably keep our shirts on; most of us just rolled the shirt up as high as it would go... I wore a button-up shirt unbuttoned, and one guy sometimes wore a white T-shirt that he either ripped a big hole in, or cut off the belly part -- anything to keep cool; it got pretty darn hot this year. If we were technically wearing a shirt, I don't think the band director wanted to stand up to us.

At our school, there's an unwritten rule that you have to at least have a wifebeater on at rehearsal and during band camp. Everybody understands what's appropriate for a school-related activity, which means they know not to go shirtless, and bikini tops aren't acceptable for the girls either. It's just a mater of self-respect and respect for the group.

We never had rules with guys with no shirts. The minimum girls were allowed was a bikini top with a top figure over it; tank top, sleevless shirt, whatever.

We tried to pull a fast one and got all the guys in the line to take off the shirts when everyone reset to the top. Didn't work. BD got complaints and we lost. BD isn't around during Winterline however... we're shirtless when it gets hot.
